3:07 PM: Mariupol, UKR: Captain Svyatoslav Palamar, the deputy commander of the Azov Regiment, said that a cease fire finally started at 11 a.m. local time. This has allowed some civilians to finally be evacuated from the Azovstal Steel plant.
