Moscow, RU: Russian President Vladimir Putin has announced, in a speech to Russians, plans a partial militarization of his military by saying they would draft soldiers only from its military reserves from its citizens. Putin claimed his goals in Ukraine has not changed, and said he has not eliminated using nuclear weapons in his Ukrainian invasion plans.
