Washington, D.C.: In a 217-215 vote, House Republicans passed the G.O.P. spending bill to increase the debt limit to keep the government from defaulting. In the bill, it forces spending cuts on non-Republican items. The bill is expected to be dead on arrival in the U.S. Senate.
