Washington, D.C.: The White House and G.O.P. negotiators have agreed on a bipartisan deal which will raise the debt limit for two years. The deal caps and cuts some government spending. Getting the deal passed in Congress before June 5 is not assured. There are some right-wing lawmakers who will try to get it not passed.
